The way that I viewed it is that A may strengthen the first sentence but the question stem is asking us to weaken the reasoning of why this phenomenon is happening- which is included in the second sentence. The author is saying that this phenomenon (explained in the first sentence) is happening because of "social inertia" but answer A is saying "no, its because people will lose their jobs."
