I might be missing something completely obvious on Q24, but where does the passage suggest that the need to revise Canadian copyright law is widely recognized? On my first pass through the answer choices, I eliminated every single one of them, then chose B because it seemed to only contain one minor falsehood ("the necessity of revising Canadian copyright law...is widely recognized") compared to major issues in the other ACs.
