I understand why A would be correct, but I had chosen D. Even after he explained why D is incorrect, I am having a hard time wrapping my head around the reasoning. Because don't we have to assume that there is an alternative explanation or is it given in the answer... ? (HELP)

The argument is stating that even if the government were to fund the spaying/neutering of pets, there would not be a decrease in the number of strays since 80% of pet owners already pay to spay/neuter their pets. So only 20% of animals are not spayed/neutered.

I originally got it right but then changed my answer in the BR because B confused me when it it said: "conclusions drawn IN MOST magazine surveys have eventually been disproved" meaning no magazine was correct? But I can kind of see why that would still somewhat strengthen. If anyone can further clarify my thought-process please do.
