I arrived at the correct answer, (A), by process of elimination. I understand why (B)-(E) are incorrect, but how does (A) strengthen the argument?

According to the first sentence of the stimulus, SE (successful economy) --> train more ppl new tech.
Answer Choice (E) mirrors that: Europe SE --> train more ppl new tech.
#help I'm not fully understanding why in #13, E is the correct answer. The Qstem asks what Author A would agree with after reading Passage B. However, the "thing not named" did not appear in Passage B.
How can Author A agree with a part of Passage B... if it was not even in Passage B in the first place?
