Transfers from programs that offer a spring/ and summer start date

I was wondering if anyone knew the details on transferring from programs that don't start in the fall. Is it possible to transfer out if you start in the spring (February)? Or is that impossible since you will only have a half year of course work done, if that, by application submission?
