So I didn't do so well on this game because I played the children multiple times because it didn't say that they had to be played exactly once, so should we assume that they need to be played at least once unless stated otherwise? Thank you!!!

Try to picture games in real life.
5 Kids and 4 adults are going on a trip. They will be split into exactly 3 groups. Three people per canoe.
Also we have 9 slots - and 9 people available. How can we repeat someone without leaving them behind? Poor Johnny doesn't get to go?! Or Susan has to ride on two canoes at once?! It is a bit of a "jump" but it is not unrealistic.
