I get why Answer choice D is correct. But I am not wholly convinced why answer choice B is wrong.

The argument is making a sufficiency-necessity confusion flaw. B is wrong because it does not address the flaw. The presence of people who know history but don't impress intellectuals is nothing to do with the argument.
Could you maybe elaborate on why you think B could be describing the flaw?
