I do not understand the difference between answer choice C and D. How do you suggest that I decipher between two choices that are so close. I tried to incorporate them into the passage and incorrectly thought that D was a winner.

Line 18, Passage A, "presents difficulties" to different groups. It's not a problem to solve. You can try to solve the problem for the Roma (that would be a very nice thing to do). But, in the passage, "problematic" is referring to the how tough is it to meet these conditions as Roma.

Line 33, Passage B, "legal criterion... citizens". A legal criterion can present difficulties for a group of people, but a legal criterion is not something that one attempts to "solve".
