Hi guys,
can anyone explain why the answer choice (a) is right for this question? I can't seem to understand it at all...
Thanks so much!

The consumer advocate seems to believe that a common understanding of the word "fresh" should be the primary consideration in adjudicating whether the said manufacturers are deceiving its consumer base.
The manufacturer, by contrast, counters that point by suggesting that "fresh" could mean a myriad of things. Hence, a common understanding of a word is not sufficient in characterizing the manufacturers as deceptive.
In other words, the two disagree whether a common conception of the word "fresh" should be the arbiter of deceptive labeling practices.
