How does "Free speech is an activity that is conducive to a healthy nation" translate into "Healthy Nation --> Free Speech?"

    "Free speech is an activity that is conducive to a healthy nation" is not a conditional statement. The definition of conducive per Merriam Webster is "Tending to promote or assist". This is far from meaning that something is sufficient. So we cannot conclude that a conditional relationship exists at all.

    This question describes a property of speech and then states that it ought to be protected and encouraged. The assumption is that the property stated ought to be protected and encouraged.
    If you really want to break this down conditionally, you could view the property of speech as the premise and ought to be protected as the conclusion. Answer Choice A then effectively states: if premise then conclusion- creating a valid argument. So, A is an assumption sufficient to create a valid argument.
