#Help on grammar problem: at least as many/twice as many

I almost always fall for this rule/time sinks when seeing this in LG, I can never draw out this rule intuitively. Some examples:

9.3.1 At least twice as many roses as orchids.
27.2.3 Exactly twice as many of the film buffs see the H film as see the F film.
32.3.2 At lease as many F novels as R novels are selected.
At least twice the amount of A as B

Can someone please kindly tell me how to understand them properly and efficiently? Thank you so much!

    9.3.1: If I have one orchid, I need at least 2 roses. If two orchids, then at least four roses.
    27.2.3: If 2 people see H, 1 person sees F. If 4 people see H, 2 people see F.
    32.3.2: Every time F is selected, F's amount is more than or equal to R. So R's amount can't be greater than F's amount.
