Does withdrawing LSAT registration count as a one-time test taking?
No it does not! I have gotten confirmation from LSAC from my previous withdrawals.
No. The policy is the same: we have until midnight before the test (probably make up your mind before that time so you're not panicking) to withdraw, and a withdrawal is not sitting for the test and doesn't count.
