I really do not understand why A is the correct answer instead of B, could someone help me out?

    A is correct because it supports the idea that the hunting ban has led to the increase in the deer population. With just the stimulus on its own, we have no way of knowing if the deer population wouldn't have increased if hunting was still legal. A strengthens the argument by showing that the surrounding counties allow hunting and have not seen an increase in the deer population, thus we can reasonably assume that the the deer population didn't increase due to the population being allowed to hunt, and that we would see this same result in the county discussed in the stimulus. While that's not a completely solid assumption on it's own and could be incorrect, a strengthen question only needs to add at least a small amount of support, which A does.

    B is incorrect because it doesn't focus on the main point of the argument. The amount of damage the deers cause is irrelevant, as the argument's main point is that the ban on hunting is what caused this population increase and the thus the resulting increase in injuries and damage caused by deers.
