States are seeing spikes in cases again but its hard to tell where the numbers will be by April. I say April since that is the furthest LSAT has made a decision to do flex so I suspect they would re-evaluate then for upcoming administrations. It will also depend on whether schools and universities are back to in person or continuing face to face and whether all states can receive in person testing. Back in the beginning during one of the Q and As, I believe (I could be wrong) LSAC stated that they would not return to in person testing until all states can receive it because it would otherwise not be fair. IMHO I think the LSAT will continue to administer Flex until Sep 21'
