Berkeley Law - Certification Question

I am filling out the application for Berkeley - it asks the following,

Do you currently hold any binding commitment, such as a binding deferment or binding early decision commitment, at any other law school? If you answer yes to this question you must email our office immediately to explain the circumstances.

If I applied ED somewhere else, that requires me to say yes to that question right?

Yes, early decision plans are binding so you have to provide that information.

That wording seems weird, I feel like they are just trying to ask if you have already committed elsewhere. Not sure if simply applying ED elsewhere fulfills that commitment because you might get deferred to RD at the other school? However I'd answer yes just to be safe and email them explaining that. Better safe than sorry.
