PT66.S2.Q20
(C) All actions that fulfill moral obligations are performed in order to fulfill moral obligations.

These two words, 'all' and 'in order to' are indicating sufficient.
Then which part is sufficient in this sentence?

    everything before the 'are': 'actions that fulfill moral obligations'

    (Actions that fulfill moral obligations) --> (performed in order to fulfill moral obligations)

    Try translating the last bit to make it simpler, maybe that will help. The 'in order to' is just extra wording. If you remove it, it could say 'performed to fulfill moral obligations' without changing the conditional relationship. :)

    [actions] --> [fulfill moral obligation]
