I ultimately chose A, but really struggle to eliminate B--which turned out to be correct. However, I am having trouble understanding why B is a better answer? Thanks in advance.

    The stimulus claims that only general surgeons can perform surgery without highly undesirable risk.

    What about cardio-thoracic surgeons? Neurosurgeons? Orthopedic surgeons? ENT? Urologists? Obstetrics? Plastics? PAs and NPs? General surgeons have special training so they're competent. Well so does every other surgical specialty. Just because they have those qualities doesn't mean they're the only ones.

    Answer A is allowed for. They are not saying all general surgeons are competent. Some could still be quacks.
