So it means pigs are not classified as pets just like B.
I have no idea why A is better than B and B can't be answer.
Can anyone explain me why A is an answer and B is wrong?

B is incorrect because the issue is not whether or not pigs are classified as pets but whether or not Amy can keep the pig.
Basically the city official's argument is...
City code classifies pigs as livestock + individuals cannot keep livestock in Springfield
Therefore, Amy won't be allowed to keep the pig (the "as a pet" here is largely irrelevant since it's not part of the premises/argument structure).
We're looking for something necessary to the argument and if B is negated, "pigs are classified as pets in Springfield," the argument still stands.
Conversely, if A is negated, "Amy does not live in Springfield," the argument falls apart since what's true of residents of Springfield may not be true of Amy.
