I don't understand the difference between answer choices D and E, they both seem to be saying the same thing.

I can certainly see why you would say that! But once you break down the logic of D and E, the difference should become clear:
(D) Museum will exceed budget if it renovates.
R > E
(E) Museum will not exceed budget if it does not renovate.
/R > /E
So, while it might seem like D and E are saying the same thing, they actually aren't. [R > E] is not the same statement as [/R > /E.] If you're unsure why, review contrapositives.
