Can someone explain to me the implication of this statement? I know it sets up a two way street between the two terms but why is that the case???

Okay, so I havent seen this in a problem and if I have I cant remember. But how would someone diagram this: If necessary, they need to register for the race, mainly the if necessary is what throws me off.

Treat it as a normal if-then statement. I don't think the necessary changes anything.
I think this would work:
N ---> RR
If it is necessary for people to register for the race, then they need to register for the race.
