Im so confused by a rule in this game which looks like an inclusive "OR BOTH" rules but in the video J.Y diagrams it as a "NOT BOTH"... can anyone help me understand why?

In this game, J is either 3 or 6 with the following possibilities:
1. J can be 3 or 6
2. J can be 3 and 6
3. J can be 3 or 6 and fill in other slots.
