I think the 1 minute break will most likely stay because it is not really considered a "break" but more of a time for you to prepare for the next section
I think you should be able to top a 171 if you're comfortably PT'ing in the high 170's. But it's hard to predict how difficult this test will be compared to PT 89 for example.
While I started out with both old and new practice tests, lately I have only been using practice tests from the last 5 years. I agree that it's much better to do it that way because the questions have definitely evolved.
