This has a strong "Why Penn?" correlation, but yea as Alex said, discuss in detail how you're a good match for Penn; that's usually what's required in a "whyX" essay anyway. Keep it concise, too.

I am still editing my PS, Resume, and Addendums. I am however waiting for write my WhyX statements until after I get my score because if my scores are too low I won't bother applying to a lot of schools.

They aren't to trick you. I'd just be forward and answer honestly. And if you're worried about schools not taking you seriously, then write a "WHYX" essay for each school you are serious about attending.
