Smith's argument doesn't actually discuss rights, and neither does Rossi's. We don't actually know if denying children the vote infringes on their rights. Even if it did, Smith supports this infringement as a necessary limitation.

(B) has a similar problem to (A): neither argument actually discusses rights. Since we don't know what rights children have, we can't say Smith's argument supports respecting those rights. If anything, it seems Smith doesn't respect at least one potential right: the right to vote.

Smith says that children aren't usually informed, which is just one reason they shouldn't vote. But Smith never says that any particular intervention would sufficiently inform children. In any case, Smith gives other reasons not to let children vote, even if they were informed.

Smith concedes that children's interests may not be represented by their parents, but never claims that someone else will represent children's interests. In fact, Smith seems to agree with Rossi that children's interests may just go unrepresented by anyone.
