It is possible for any country to choose the best public school system for them. How? By looking at test scores of other countries and choosing the system of the country with the highest score.

This argument is rife with assumptions. Some of them include:

1) We don’t know that these systems are one-size-fits-all. Maybe what works best in Ghana won’t be the best choice for Cambodia.

2) These nationwide tests need to be relevant to public education. Maybe it’s an athletic test, the argument didn’t specify.

3) The researcher assumes that all countries will have access to these test scores.

The researcher needs this to be true, and it is in line with one of our prediction. If it isn’t true, then she cannot support the conclusion that a country is guaranteed in choosing the best system for them by copying what someone else does.

We aren’t talking about private education. Irrelevant.

The conclusion is that through copying the system of the highest scorer, a country will have chosen the best option. Knowledge of why there are differing scores doesn’t factor into that argument.

When discussing these nationwide tests, the argument phrases in future possibility. It isn’t necessary for these tests to already be occurring at a large scale (or at all).

It’s possible that the testing is not as close as possible, but is still close enough to render good results. If negated, the changed portion of (E) would be “will not target as closely as possible,” but we can’t then assume that the testing is wholly inaccurate or unusable.
