The archaeologist hypothesizes that the building was not a home. This is because it is made from three kinds of stone, two of which aren’t native to the area. Most buildings in the area were made entirely from the native stone. Most of them were also homes.

The archaeologist assumes that just because the building they are studying has a different stone makeup from most of the other buildings, it must not have had the same use as those buildings. In other words, he assumes that just because one characteristic is different, other characteristics must be different too.
