There is at least one studio in the Vista Arms building with scenic views, because most apartments on the upper floors have scenic views.

The author is concluding something about studio apartments (at least one has a scenic view) based on something that is true about the upper floors (most have scenic views). For the conclusion to follow from the premise, we need to know that all or most apartments on the upper floors are studios. If that is true, then there is a minimum required amount of overlap between studio apartments and apartments with scenic views.

We do not need information about the lower floors. We need to know that a minimum amount of studio apartments are located on the upper floors.
