This tax bill has created new jobs, because a plastics factory was opened that hired 75 new employees.

The author is saying that the tax bill has created new jobs, and citing an instance where new jobs were created. But we don’t know that these new jobs were created due to the tax bill or not. We need to know that the tax bill was the reason that the plastic factory was opened.
