When they say that scores come out June 27, does it mean like 12:01 am or will they just drop at some point that day

They usually start coming out at 9am ET but released throughout the day.
Scores will be released throughout the day. Not everyone will get there scores at the same time. FWIW, both times that I took the test I got my scores back mid/late morning.
