    It's dependent on your situation and interests, but accepting a non-conditional would be the better option. You avoid any risks with predatory curves, or if you have something come up and have a challenging semester (family issues, medical emergency, etc). Another factor is how much are the scholarships themselves. After three years, how much debt will you have from each school assuming you take out loans for COL + remaining tuition and how much debt are you comfortable taking. Most importantly, what do you want to study? I don't know a lot about Hofstra, but Albany is great if you want to work in the Capital region/NYS government while Pace has a strong environmental law program. It's a hard answer to give not knowing your circumstances, but if all else is held equal accept the non-conditional.
