So I notice that I do better on sections than I do on actual PTs. Does anyone have any reasons why this happens? It's quite discouraging to see your individual sections on PT to be significantly lower than what you get on drills/sections. Both for drills and sections I am being timed, just like I would be for PT/actual test.
My guess its mostly mental fatigue since towards the last section my brain was cooked, but any other guesses/advice is appreciated.

Fatigue was an issue for me as well; especially when it came to RC. What I started doing was just saving my RC practice sections for the end of my study sessions each day, so I was essentially practicing on an already fatigued brain to stimulate how it'd feel on the actual test. This also helped me not burn through a ton of PTs in the long run.
Probably the stamina. I have the same problem. I get 0 to -2 on both LR and RC on timed sections, but I have gotten four 169s on PT in a row. It's funny because 169 is also my official score from April. Section scores have significantly increased since then, but not my PT score. What I recently started to do is take more tests to improve my stamina, which I should've done way earlier since my test is coming up tomorrow lol
