You can submit your Harvard perspective statement as one of the optional statements, though traditional diversity/inclusion language may go less far at Chicago than other top schools. Make sure that you come across as excited to engage with other viewpoints (particularly those outside traditional moderate progressive ideologies.)
You should write a Why Chicago that outlines your own personal/intellectual brand and connects it to what the school offers.
but the Chicago prompts say: The Admissions Committee typically finds one page or less is a sufficient length for most addenda.
so is it 1 page for the perspective statement and one page for why chicago, or one page across both?

I'm interpreting it as one page each. If someone were addressing all four addenda options, for example, it wouldn't make sense for all four to be one page combined.
I've always interpreted this as "one page or less for each topic that you are addressing." So if you're providing a Why Chicago and a normal addenda to address some issues with your transcript, each of those documents should be one page or less.
