Is it okay to write in my why x school essay for my alma mater that I want to attend its law school because I had an amazing experience with faculty, I love the city its in and want my career here, all my people live in the city, and they have a highly ranked program for type of law I'm interested in?
I'm scared for them to think I'm only applying because it's comfortable.

I think that all sounds great! so long as you show that enthusiasm, plus awareness of what they do and how you fit into that.
In my professional opinion, that all seems very logical and reasonable! If I were you, I’d start the explanation with academics and professional outcomes, and then pivot into the more personal matters. That would also give the impression that you’re making a mature decision rather than a purely emotional one.
