When I was a junior and senior in high school, I was a councilmember on my city's Arts & Humanties council. I know the usual advice is to take anything from before college off of your resume, but I don't have much other relevant experience to include and thought that since this was an official government positions as opposed to some high school club, it might be worth including. Is it worth keeping on my resume for law school applications or should I take it off? How would law school admissions view it?

Even if your resume is thin, it's not great to include high school activities on your resume to law school. Your audience (law school admissions officers) will know that you're trying to compensate here.
But just to riff on your note of "relevant experience," a resume is just letting admissions officers know what you've done. It doesn't have to be "relevant," per se. It's just an informational document.
The only time I'd leave it on there would be if your resume is reallllllllllllllllllly short and you reallllllllllllllllllly need the material. But if you're naturally hitting around one page or more for your resume, I'd say that that's a moot point.
I hope that helps!
