If an application says, "List all test dates and scores from any standardized test (LSAT, GRE, and JD-Next) you have taken in the past." Can I just put a "C" next to my cancelled score or does this question imply I can't do that?

You should be able to list a C for cancel, or "000" or something of that nature. But, no, you should not have to list your score. Heck, you may have canceled your test before you even saw the score!
Not an AO, but I feel like you are right. I think putting the C shows the cancellation in a clear way, and also the score is already cancelled for them regardless, so putting in the numeric value would defeat the cancellation. I am boosting tho so hopefully an AO specialist can confirm for you!
