I am currently studying for the September LSAT. My diagnostic is a 153. Currently my practice tests have ranged anywhere from 156 to a 171! Is it normal for scores to fluctuate this much? How can I start consistently scoring in the high 160s? Has anyone else experienced this and what did you do to fix it?

Short answer: yes, in my experience it's pretty normal for scores to fluctuate that much. There's good news here: if you've reached a 170+ score, then that score is certainly attainable. In my experience, the fluctuations will eventually get narrower as you study more -- what you're looking for is a general upward trend (so, an improvement of your average PT score), and for the gap between your high and low test scores to close.
A lot of that comes from studying more. If I were you, I wouldn't just be studying the material, I'd be comparing the PT where you got a 171 and the PT where you got a 156, if they were taken close together. Ask yourself what the difference was -- was it understanding the material? A particularly hard section? Time trouble (this is almost always a factor in large score fluctuations). Compare these two tests and ask yourself how you can mimic what you did on the 171 PT more closely from a procedural standpoint, not just from a content perspective.
