Couldn't you argue that answer choice D is right if folks act under the assumption that criticizing the government is a threat to the public? I acknowledge that A is the superior answer because it makes direct reference to a public work that would harm the health and property. I'm just sayin' that D has an assumption that is not unreasonable to make
