There is no "can", it says it causes these temperatures for a year or more. I believe it is wrong because it does not tell us where the ash comes from so it cannot help justify the fact the ash came from Mt. Etna. Answer choice D helps clarify this the most as it specifically addresses whether there were any eruptions near China.

@blossomom I flagged this question myself, and going back to it I reasoned that we are talking about education as a whole, and not a subject (even though subject is a part of education). I also believe that because it is "most logically completes" that leaves it some room to not be perfect. From what I viewed, "success of a student's overall experience" is closer related to "most important steps" than "likely to make progress in that subject". Dunno i'm not a tutor or anything but i hope this helps
