If all the requirements were met, wouldn’t it being funded not be 100% guaranteed since being funded is the neccesity?

For #1, if it goes made to measure -> medium to expensive, how could medium to expensive mean it is made to measure. Isn’t medium to expensive the neccesity?

For Question 5, why is 21+ not the necessity? Why is allowed to purchase? Doesn’t allowed to purchase depend on and necessary to be 21+?

Insn’t the answer still making an overly assumption over how people would react in every situation based on these three?
