I was thinking C was wrong becasue it could still be a waste of money if the signs didn'y need to be replaced and they were being replaced anyways. "Ordinary maintenance" wasn't the necessary replacing of worn down signs inmy head. I was thinking of it as Routine, "sometimes unnecessary but we do it every month so I'm gonna do it" maintenance.
