What confused me about this one was the line that "Germany is the only NEIGHBORING COUNTRY that has the resources..." and answer choice B refers to "ANY NATION THAT ALONE has the capacity to economically resuscitate neighboring countries should exercise that capacity. "

From the stimulus we are told that Germany is the only neighboring country that can resuscitate but we don't know if it is the only nation that can do so. Like for example China could have the ability to resuscitate Germany's neighboring European countries.

In this case, I'm not sure if the sufficient condition is met and the if the rule would even apply / justify the conclusion

I picked C because given the issues with B it seems like the best answer because few could mean just " the number" of European countries.
