I am struggling to understand why it wasn't D (The quality of housing should be improved), because the passage indicates that women already received education (albeit predominantly religious). Wouldn't the implementation of new curricula result in an improvement of the preexisting education the women received? Or was that to be read as though changing their education indicated the initial creation of a new education for women?

Why is it rated as a 5? The question regarding the national parks and the telecom industry was much harder.
