Since Chef's recipes aren't covered by Intellectual Property, and Comedians jokes are covered by intellectual property A is incorrect due to that inconsistent application. But trade secrecy laws can protect chefs, they just rarely use this, just like copy right laws can protect comedians, they just don't really use it. I wish this question got more than 40 seconds and a more detailed explanation .

@RobertCarlson okay I see, and this is because it could be one option (lower standards), the other option (acute shortage), or both options (lower standards + acute shortage), therefore we cannot say definitively which of them will happen.

Where as E does not touch upon this either/or scenario. This either/or scenario where both options are possible, meaning it is uncertain which of the options (lower standard or acute shortage, or both) is forced, is ultimately uncertain. And because E does not speculate as to which will happen, it can avoid deciding an outcome, and go straight to the guaranteed outcome in our conditional chain where high quality healthcare will not be maintained. Correct?

B is incorrect because it doesn't preclude the possibility that IPV is better. A precludes the possibility that IPV is better. A more thorough explanation of the answer choices over analogies, I think, would be more helpful in concretely showing why it is that the 2nd most selected answer is incorrect.
