@LeeKen33 I know it is 2 years too late but I think of it like if there are 100 explanations and each one has a relative strength comparative to the total number of available explanations then the elimination of one explanation applies that lost relative strength to the rest. So, it would be a very mild effect but strengthen nonetheless. I hate it too.

@BriannaZuniga In this case, it says that the increase is specific to the minimum wage paid to all workers. I think it means that it encompasses all workers (who are paid minimum wage). The sentence is out of order in a way that makes it seem as though it could be referring to all workers, but its qualified by the fact that the increase is itself specific to minimum wages.
