In principle questions are awe not supposed to use the contrapositive?

This problem tripped me up in the same way another one did a while back. I assumed that this was an experimental study, so that the businesses were divided into groups and told whether or not to use surveys. The answer is only right if we are studying businesses as they are, which went over my head.

I didn’t pick D because I assumed the groups were randomly assigned to stretch/not-stretch, as would be ideal in an experiment.

I got this question right, so why was it marked for blind review?
