Fine-Tuning on Rule 1 (Sufficient vs. Necessary): Remember that (A + B) -> C is a guarantee (sufficient), not necessarily the only way. So if the administration fails A (not economically successful), we can't say for sure that they aren't an overall success (maybe there's some other unmentioned path). But what we can 100% guarantee is: IF they get A, then C MUST follow! That is why a conditional statement ("If A -> C") is bulletproof on Must Be True.

Validation on Rule 2 (Irrelevant Variables): Variable Z (the environment) was pure background noise designed to distract you. Recognizing that Z has no bearing on the conditional trigger allows you to eliminate trap answers in seconds.
