For 25, Answer Choice E, it doesn't say "only permitted," just "permitted" to Internet users engaged in research. Thus, how can we assume that just because digitalization is permitted to users engaged in research, it's only permitted to users engaged in research?
I assumed that Answer Choice A, which requires a fee, would not constitute something available to everyone (because it requires a fee). Is available in this sense legally available?
The problem with A is that it "rarely" affects results, but doesn't C have the same problem by saying that blinking is "mostly" a reliable indicator? Couldn't the author respond in the same way by saying, what about the cases in which it is not a reliable indicator?
