There's no way 25 A is correct. I'm not buying it.

JY read E as "only" researchers are allowed, but that's not explicitly stated.

Sure, it's a very limited compromise, but the question-stem says nothing about the compromise being exhaustive or even productive.

For A, I have to assume that the internet users are willing to concede the one single characteristic that the passage attributes to them (their desire to treat information as a raw material available to everyone).

For E, I can't see how either party would disagree with that proposal.

First of all, the law has not been modified yet, so it is as yet totally open. Therefore, any positive legislative enactment that both parties agree upon would still necessarily be a compromise because they're arriving somewhere new which is not given. Their already agreeing upon it in principle, or the existing context of precedence doesn't undermine the semantic content of the word "compromise." Sure, it's really obvious that they would agree, so it's like the most pointless compromise on earth, but I simply can't get behind A.

For me, this is just an antiquated question. In 2020, given what we know, you simply can't tell me A is a safe inference to make. Maybe in 199-whatever this question made sense, but it definitely doesn't hold water anymore as far as I'm concerned.

The internet doesn't have 20 million users anymore. It's hard to even conceptualize the "internet users" in question in today's day and age.

The "internet" of the passage, and today's understanding of the word "internet" are so vastly different that it becomes a loaded question. You couldn't possibly expect someone to reasonably suspend all of their current assumptions, understanding, associations and conceptual categories surrounding the internet to answer a question like this at the end of an RC section with the clock ticking. Man, old questions can be annoying sometimes.
