Assuming that the leftover coal carries over would be a reasonable assumption to make. This is backed up by the language in the stimulus which says, "a tally is made of the country's total available coal supplies." We also know that Country Q has not imported or exported since 1970, which further supports the idea that this is a running total. Hope that helps!
