How come in #2 some translates to "none" and in #4 some translates to "all"?????

For #14, why is the answer

/lcd → /funding-curtailed
Why isn't it
lcd --> funding-curtailed
/funding curtailed --> /lcd
I am confused.
I keep confusing sufficiency for necessity and messing everything up afterwards. Can someone explain in simple terms how to distinguish them?
Does it always go from sufficient → neccessary?
